UNISON Message to Members About NPCC Proposed Annual Leave Restrictions for 2028

UNISON understands that members will be very concerned about the NPCC proposals to restrict police staff annual leave between 1 June and 16 July 2028 in relation to policing the European Football Championships and the G7.

UNISON’s response to the proposals, which we have communicated to NPCC, are that we:

  1. Do not agree with the blanket nature of the proposed annual leave restrictions for police staff
  2. Believe that the majority of police staff roles will not be involved  in responding to the policing demand of the Euros or the G7 and should therefore not be covered by the proposed annual leave restrictions
  3. Will seek an appropriate collective agreement at the Police Staff Council for England and Wales to cover:
    • The process for forces to request any local annual leave restrictions for police staff
    • Financial compensation for those police staff who agree at force level for annual leave restrictions to apply.to them

The Employers Side of the Police Staff Council were informed on 27 October of the intention of the unions to submit proposals for such a collective agreement. We will provide further information to members as soon as possible.
